Dedication Plaque-SVG

I have found the freebie friday downloads a blessing in disguise; as they include a svg file; but alas the dedication plaque one is only available in other formats and inkscape doesnt like opening them. Any chance of someone creating an svg version of the plaque? Much appreciated- noob
