I like the design Kmpr'rak, and its quite punchy with that Kilingon look and it works. Cool. Good Klingon colours and a well ballanced design.
My only thoughts to you, as you take a step back on your story, and say to yourself would Klingon Citizenship be written in English? There is no reason why not I suggest, but perhaps the whole Certificate Done in Klingon script, just as bold, as they are a race full of pride, and on the certificate perhaps in smaller text, the translation area in English.
